GIMP tutorial – Make a photo look 100 years old (Sepia effect)
In this tutorial a portrait of President Obama wil be turned into a portrait that looks like it's been taken a century ago. I'll be using a script to render old rusted paper and sepia techniques to make the photo look old. how come my gimp doesnt have those layer panels, theres nothing to tell me what layer im on or even an option to move layers around

You need to add a script first. The link is in the description where you can download it from.
How to add a script is explained in the video called
“Layer Styles in GIMP -Layer effects. ”
Any other script, no matter where you download it from can be added to gimp the same way.
